Switchblade Sisters
Mothers, lock up your sons! 70's gang violence gets a Quentin Tarantino meets an After School Special treatment as an all girl gang known as the Jezebels embarks on a series of adventures that makes the plot of The Warriors seem almost plausible by comparison. In the words of the lead character uttering the only memorable catchphrase of the film, "It's gonna turn out Baaaaad!"

British Public Information shorts

I'd recommend 'Lonely Water', 'How to use the Telephone' and anything made by and starring Richard Massingham.
Oh yes, and 'Apaches', because kids having farming accidents are so riffable.

Rottweiller... The Dogs of Hell (1982).
By Earl Owensby - who has a ton of riffable movies.
He had a studio in the small NC town I work in. Plus he shot a movie in the building where our offices are. And inside one of the drawing cabinets I found several of his movie posters from way back.
My boss knew of him. Most people around here did. Plus he used a lot of local "talent" to put into his movies. So the acting may be a tad questionable.

- Chuck Norris has a hairy chest and back in this picture, and he's dubbed to boot.

Undercover: How to Operate Behind Enemy Lines in World War 2
This is an old How to be a Spy psa, because that makes a lot of sense :p (you would think this is secret). It includes the regular narrator for PSAs of the time, with a person that does the wrong stuff and someone who does the right stuff.
It acts more like one of the simpler PSAs throughout which makes the mood of the movie not as it should be. It has poltential to be hilarious.

The Glass Bottom Boat (1966)
It was supposed to be goofy and wacky. It succeeded far beyond its wildest dreams. Do it for 1) Paul Lynde .in drag spying in the Ladies Room. 2) A skinny Dom DeLuise eating an electronic cracker 3)The mermaid costume.
