Dingo Pictures animated cartoons
Dingo Pictures has, to put quite bluntly, the worst cartoons I've ever seen on the internet. I discovered their wonderful works on a PlayStation 2 game called Dalmations 3 (which was a blatant rip-off of 101 Dalmations) where the game had a movie featurette.
However, Dingo Pictures is a standalone company, making "animated' stories about things that Disney already animated like Aladin, Hercules, the Hunchback of Notre Dame, and a bunch of other things.
The voice acting is terrible, the animation is almost non-existent, and the storytelling is sub-par. It's perfect material for riffing.
Their website is http://www.dingo-pictures.de/en/ .

Cloak & Dagger
This forgotten gem from 1984 stars Henry Thomas (fresh from E.T.) and Dabney Coleman. Kids + spies + imaginary heroes + 1980's cheesiness = Rifftrax gold!

Perfect Bride
My wife was watching Lifetime Movie Network one day and came across this gem:
The Perfect Bride (1991)
Starring: Kelly Preston
Sample clips: https://www.youtube.com/watch?v=UtLrk9q7vNY#t=32
IMDB: http://www.imdb.com/title/tt0102652/
Like many Lifetime movies, it is bad, but what makes this a potential riffing target is the pacing of the dialogue. It lends itself to riffing.

The Bounty Hunter - 1990 action movie directed by and starring Robert Ginty
This movie also features Bo Hopkins as.....ANOTHER SHERIFF! I don't remember him hitting someone stronger than he thought and saying Oh Crap! five times in it.

Death by Dialogue - 1988 horror film 2.9 imdb rating
This movie ( i also believe is in the public domain) has a Ghosthouse feel but with lower production values. There is some light nudity but no more than the uncut version of The Guy From Harlem. The story is about a group of teens going to a movie set and discover a haunted movie script which rewrites itself to include the deaths of the characters. The lines are hilariously bad "He's dead, It's in the script!" or something like that and the ghostly killer looks like a big Iron Maiden fan circa 1987

"Universal Soldier: The Return" (1999) (Rifftrax: Live or VOD)
Jean-Claude Van Damme returns as former Universal Soldier Luc Deveraux in this action packed bomb which subsequent sequels chose to ignore. Luc must save his daughter, another reporter, and possibly the world when the evil supercomputer S.E.T.H. goes rogue and causes the Universal Soldiers to turn on their creators. When will Science ever learn?! Former WCW Champion Bill Goldberg plays Romeo, a UniSol and one-dimensional villain having a very bad day.

Firefox
Well, I thought it was pretty good when I saw it in the theater as a teenager. I just re-watched it, and it's AWFUL. Excellent riffing material. Clint Eastwood's expression never changes throughout the movie. There's a "soundtrack"... sometimes. I could go on and on.

Gamer
Gerard Butler in a pseudo-videogame movie that meagerly jabs at the internet generation. Devoid of humor, intelligence, and any discernable talent, this giant steaming pile of 2009 just begs a hearty riffing.

The Chill Factor a.k.a. Demon Possessed (1993)
Just when you thought it was safe to go back on the slopes!
This misguided attempt at an 80's camp slasher came 4 years late, and it still managed to land on a snow-day. The demon possessed camp for children of the corn had long been abandoned when a group of "totally believable" snowmobile riders are forced inside to weather a snowstorm, only to get killed one by one.
