Electrojuice
In 1991, someone decided it would be a good idea to make an "educational film" about the dangers of electricity using a Beetlejuice knockoff as the villain (and kind of the teacher as well). This so-bad-it's-good short is roughly a half-hour and is ripe for Rifftrax treatment.

I just wanted to let you know about Fran Blanche (https://www.youtube.com/c/FranBlanche). She produces high quality transfers of her reel-to-reel short film collection which you can see on her YouTube channel. If you're on the lookout for more shorts, she might be a good source for material.

Caught Mapping.
1940s movie about Cartography by Chevrolet. A "Jam Handy" production. I kid you not. That's the last slide.
8 and one half minutes of too-fast animation, terrible road conditions, watching people drive around in 1940s Batman's car all to make maps that only have a passing connection to reality.
Also, you can find it in its entirety here: https://www.planetizen.com/node/57278

Traveling vacations short
This short from the 50s is about a man who ruins a ladies painting at the beach, then stalks her , accidentally destroys her fathers car and tows them in their travel trailer all over the country. The girl hates him the entire time. It’s done in that “ain’t it neat” 50s style. And it is ripe for destruction.

"Gung Ho" by Steve French
It's an Australian take on "Tom and Jerry", with certain twists on the formula.
- The mouse only goes out because his wife is bickering about cheese.
- It's slapstick with a disabled cat.
- The ending is fairly harmonious with both bonding over a bottle of "*** catnip".
The movie is distributed as part of the Kaboodle series by the Australian Children's Television Foundation. A copy of that segment can be found here:

Target...Austin, Texas (1960)
The folks at Rifftrax haven't riffed a civil defense short in a while. This ultra-low budget one was filmed in Austin, Texas for a local TV station. In spite of the grim subject matter, there's enough weirdness to riff over, like the extremely cramped fallout shelter in one family's home, the secretary who freaks out during the bombing (and turns into an extra from CARNIVAL OF SOULS), and (most especially) the idiot who disobeys all orders, and essentially winds up as compost. The full short can be found here: https://www.youtube.com/watch?v=bCQePqXEwwA .

The Spirit of Christmas (1953, short from Bell Telephone)
This half-hour short was produced by Bell Telephone for the Philadelphia area (near me, as it turns out--our local PBS affiliate WHYY usually runs it even today). Except for a bit of live-action, it is performed mostly by marionettes.
The first half of this half-hour short (after an intro by some Bell executives, and a short prologue showing Clement Clarke Moore getting the inspiration for his new poem) is a dramatization of "A Visit From St. Nicholas", or, as we know it, "Twas The Night Before Christmas." This does have its charming moments--the miniature sets are quite lovely and detailed--but…

Running For Empties (1988)
https://www.youtube.com/watch?v=utbT3IL3P2Y
This is a 9 minute short from New Zealand about two schoolboys and a man in short shorts who deliver glass bottles of milk.
It is wholesome, sincere, and grounded, yet it has several over the top moments. Like an animation of the van turning into a spaceship. Or a cat knocking a bottle off a wall.
It ends on a note that soon people will be able to buy milk from grocery stores, leaving the kids (and the viewer) as witnesses to the end of an era.

Liebe 2002
It's a mockumentary from East Germany, the communistic part of it about how they imagined love to work in the year 2002.
It's incredibly cheesy tongue in cheek.
It has a weird futuristic visions with ballet dancers from the future, robots and computers contrasted by the 1970s and the olden days.
It's been produced by DEFA and a copy can be found on their Youtube channel:

Food and Magic
https://archive.org/details/FoodAndMagic
A short featuring the magic of film editing, with the only carnival barker ever to wear a natty business suit, about the importance of food conservation in WWII. Features questionable facts, magic that isn't, lots of little vignettes, and an America where no one is concerned when a bloody, filthy soldier turns up for dinner.
