It was made during the golden years of instructional videos. Earthy aromas permeate throughout with a slight aftertaste of Shake Hands With Danger. It's for a niche industry that is so impossibly dull that it just can't not be funny. The riffs practically write themselves.

Fort Moultrie
I watched this video while visiting Fort Moultrie in South Carolina on vacation. Only two people in the video, the narrator and the 'Sargent' who plays all of the different parts. Seems very Riffable to me. https://www.youtube.com/watch?v=tZnY1cbW89U

Zone Out
The first film ever written by an AI, starring Thomas Middleditch, is a story about... Well I have no idea because it makes as much sense as a script would make sense when you try to make a 25th century SkyNet out of 21st century parts!
For two guys who played robots and one who got constantly ribbed by them, I can think of no greater honor to the first AI-made script than a ribbing by Mike, Bill, and Kevin. Besides, it can't be worse than a Wiseau script!

Captain Z-RO
Found this cheesy sci-fi serial which is apparently public domain, the announcer is apparently desperate to remind us of the lead character’s name. Clunky looking robot in this episode called imaginatively Roger (could have been Robert I suppose!) and Z-ro is able to conduct experiments in time and space.
It’s like a 50s Retro Doctor Who without the Tardis or the quality of the writing.

With This Ring (1954): There's a bit of god in every Miller High Life?

This short is part-advertisement for Miller High Life, part historic-melodrama cut down for time.
The ring in question is some sort of magic ring that seems to give the Miller family a +5 in INT, WIS, and brewing. It only appears at the start and end.
The movie itself is mostly made up of dramatic speeches or set-ups for dramatic speeches. Like Fred Miller threatening a guy with a hammer. Fred Miller's daughter explaining that she'll keep running the company until a man can take over. Or Fred III saying God is present in the fermenting process.

I'm on the fence about suggesting this because it feels like a slog, but maybe that'd make for a solid two-parter riff?
The short itself is a 25-minute promo for a woman's college in 1954 with each scene not lasting for much more than 30 seconds. The only person who talks other than the narrator is the college's president.

Potato Cultivation and Distribution (1940s): "And now the destiny of the potato is fulfilled"

The first 28 minutes are devoted to the growth and bagging of potatoes, the last two minutes go over how bags of potatoes are loaded and unloaded from a boxcar so the potatoes can be sold at grocery stores. Coincidentally, this short was made by Union Pacific Railroads.

Z is for Zoo
Here is a vintage educational short from 1970, produced by our good friends at ACI. Though this short taking place at some zoo was made to teach young viewers to read, it starts with some rather bizarre and unsettling visuals that always made me feel weirded out, ever since I saw this short as a small child on a "Know-It-Owl" VHS tape.

The film's first half is heavy on historical re-enactment where there's no real drama. The second half doesn't real drama either, or men in costumes. But it does have a crop duster and a farmer comparing Heinz to the garden of Eden.

Someone posted a youtube video that uses video from one short and audio from another. Sometimes the audio and the video work well enough together. Other times it goes off the rails. E.g., a waiter spills wine on a woman's blouse while explosions play. Wallpaper is printed while the narrator talks about using coal and ammonia to make fertilizer for farms. It'd make for a hell of a riff.

What's The Big Hurry (1974)
This is a crazy short. It shows cars getting demolished at a junkyard. But the audio alternates between people's last words behind the wheel, Christmas music, and creepy electronic music.

A rambling judge/narrator starts off talking about a teen running away to get married. Then he talks about keys in a ball of wax, teens making out in a car getting mugged by a man in a suit, a babysitter having to work late and being murdered. In short, everyone is always schemeing to steal from or to murder teenagers.
