Though this was produced by George Lucas, the animation team behind it was the same one who created the Thelma Thumb series for Sesame Street..
Basically it needs to be riffed because the plot is pretty bizarre to begin with: The Spiel goes something like this: the evil Synonamess Botch (yes, can't make up this name, even if I tried) who runs the Murkworks--the place where nightmares come from--wants to control the world by seizing control of the Cosmic Clock. So he schemes to kidnap the person who delivers good dreams, then tricks two guys, Ralph, the All-Purpose Animal, and his mime friend, Mumford into stealing the mainspring from the Cosmic Clock.
Realizing they have been tricked, Ralph and Mumford plan on foiling the evil Botch with the help of a fairy godmother and the deliver's daughter.
So why should it be riffed?
1) The strangest plot of good v. evil since the Princess Bride: Basically you wonder the whole time how does this affect us in the real world, and why does Botch rely on trickery than just act like a main villain. Then the fact you wonder why the characters meander about the place rather than stick to their mission. Not to mention Botch's main scheme is unleashing nightmare bombs to terrify the world so he can take it over, and to do this, freeze time by stealing the Cosmic Clock's mainspring.. not sure how this threatens us, per se, but there you go.
2) Botch's henchman, Ibor, is a gorilla with a TV Set for a head. No seriously, the way he communicates is by adjusting his antenna and showing clips of television shows. When Fiona escapes thanks to him, Botch accuses the henchman of watching reruns again.
3)Rod Rescueman, inept superhero. When the Fairy Godmother attempts to train Rod to send him out to stop Botch, he screws up royally but she gives him the job, just to get away from him. Even makes Pumaman seem heroic.
Overall, though it was a great film, it should be riffed for the fact it was a silly little thing Lucas got involved with that he wasn't ashamed of, and the fact those the plot is all over the place, it somehow works in a Fun in Balloonland sort of way..
