Sword of Heaven (1985)
The official movie summary is: "A magic blade made thousands of years ago from the remains of a meteor is stolen by a criminal gang in Japan. A Japanese policeman tracks the gang to California in his quest to get the sword back before it can be put to evil use." But I feel this fails to even scratch the surface of "wuzzahuh?" that is 'Sword of Heaven.' At no point does it mention that this is a dirt-biking kung-fu policeman played by "that guy who was in American Ninja and America Ninja 5" Tadashi Yamashita (who also appears to be playing a character called Tadashi Yamashita) and the sword in question has the power of.... blueness. But that's not all, there are also breast themed birthday cakes, a surprising amount of crossdressing, a rake fight only marginally better choreographed than the one in Hobgoblins, a hair band called 'Ninja: Warriors of Rock' playing in a ninja themed bar, while our kung-fu action hero wears a wig and slinky red cocktail dress to sneak inside where he gets hit on by absolutely everyone and everything inside, oh, and one of the bad guys abruptly throws a nun in a wheelchair off a cliff in one of many attempted "comedy" moments. It's the sort of film that almost makes Samurai Cop seem coherent and well acted.
