It's such a fun movie, Matthew Modine is great as the windsurfer, and there are some seriously epic ocean scenes. I watched it with a couple of friends last weekend while having pizza, and we ended up laughing at a few of the more dramatic moments, super riffable like you said. It's one of those films that feels both inspiring and a little cheesy in the best way. Definitely worth a watch if you like sports movies or want something laid-back and entertaining!
