I just learned of this terrible looking movie from 1992 starring Pat Morita (Mr. Miyagi himself) and a dark-haired Jay Leno! The trailer for this off couple cop movie 'comedy' make me think the guys would have a lot to work with.

You know, they used to refer to this film on MST3K, when they'd quote a line from the trailer: "They're on a collision course with wackiness," so it has history. But I think it's hard to riff a bad comedy. Even a crappy film that occasionally bursts into clumsy flourishes of dim self-awareness is hard to really prick holes in. Ideally what you want is a film that is tone-deaf, preposterous and bloated, like that last Harry Potter monstrosity.
